China-Russia Far East AGCC Project with Annual Output of 2.7 Million Tons of Polyolefins

On July 17, 2026, the Sino-Russian joint venture Amur Gas Chemical Complex (AGCC) announced its commissioning this summer, with the first batch of polyethylene to be produced. Polypropylene production is scheduled to start in early 2027.

Located in Amur Oblast in Russia’s Far East, the project is jointly invested by Russia’s Sibur (60%) and Sinopec (40%), with a total investment exceeding 10 billion US dollars.

It is one of the world’s large-scale ethane cracking facilities, boasting an annual ethylene capacity of 2.7 million tons, including 2.3 million tons of polyethylene and 400,000 tons of polypropylene. Construction started in September 2020 and lasted six years. Over 30,000 workers were employed at peak periods, and core equipment weighs more than 45,000 tons. The project overcame harsh frigid weather and cross-border transportation difficulties.
