Recently, the official construction of the Atyrau Silleno Polyethylene Project in Kazakhstan, contracted by SEI Engineering Group on an EPC general contracting basis, has started.
As a landmark project for Kazakhstan to boost the development of its petrochemical industry, the Silleno Project boasts a total investment of about 7.7 billion US dollars. It is designed with an annual polyethylene output of 1.25 million tons and is expected to be completed and operational in 2029.
The project is divided into two lots: Ethylene Cracking Unit (ECU) and Polyethylene Unit (PEU). It includes a 1.26 mt/a ethane cracking ethylene plant, two sets of 625kt/a polyethylene plants, an approximately 33kt/a alpha-olefin plant, together with utility and infrastructure facilities (UIO).
The EPC general contracting of the polyethylene package was awarded and undertaken in 2025 by a consortium composed of Shanghai Engineering Corporation under SEI Engineering Group and Italy’s Tecnimont. Civil construction subcontracting works are carried out by a joint consortium established by local Kazakhstani enterprises and Chinese enterprises.
